Why won't grouped report show details?

I'm getting so frustrated with a report! I want the rows grouped by deliverer (Primary column) then by category. But I need the viewer to be able to expand each group to see the details.

For example, a manager can get a count for how many sessions were delivered by a particular person per PD category, but then can expand to see the date, hours, customer, etc for the sessions.

I've applied the groups, but this is what I'm seeing. There's no option to expand. I've tried removing and re-adding the groups, removing all filters, even deleting and rebuilding the report with no success. What am I doing wrong?

@amy_ilearning if your report brings in more than 2500 rows, then you cannot group and see details. You have to filter down to something that's less than 2500 rows.
