Changing a Licensed User to an Unlicensed User

I have licensed users who should only be unlicensed with editor can share user level.

I cannot seem to figure out how to change this user without losing or transferring his smartsheet items to another person. Is there a way to do this?

They only have editor can share access to the sheets and reports.

Any ideas?
