Why am I not seeing "Save as New" on Folders?

I right click on the folder name in the left panel, but there is no "Save as New" option as described in the Help articles. I don't have > 100 items in the folder either. What am I doing wrong? This is all I get.

It doesn't work in the side panel, but if you open it in browse or go to the folder (browse), you can do it there.
