Is there a way of manually adding tasks such as the plus button? +

For example 'hire a manager' I want a number row with a + sign

You can add a auto number column to automatically add a number to each row you add.

Then you just add text below the task you want to add and indent it accordingly with the arrows next to the filter button on the task bar.
