Manual Copy Row to Another Sheet Not Working (No Automation)

Related to this question, when I manually copy a row to another worksheet and check the "Include Attachments" and "Include Comments" boxes, it looks like it copies everything because it displays icons in the destination rows in the default columns for comments and attachments. However hovering over those bothicons displays (0) Comments and (0) Attachments, and those items actually did NOT copy to the new sheet. What am I missing?
