Automated Emails consolidating into 1 vs sending individual

I have set up an automation to send a follow up email when a complaint has not been acknowledged within 2 days (this is by row). I am including the submitter and copying myself. It appears that I am receiving an email that consolidates how many were sent vs sending each individual email by row. Is it best to have two separate automations if I am copying myself or could it be b/c there were several already meeting this criteria when I put in the automation that it is consolidating and moving forward it will capture by row? Any guidance is appreciated.
