Automated Emails consolidating into 1 vs sending individual

I have set up an automation to send a follow up email when a complaint has not been acknowledged within 2 days (this is by row). I am including the submitter and copying myself. It appears that I am receiving an email that consolidates how many were sent vs sending each individual email by row. Is it best to have two separate automations if I am copying myself or could it be b/c there were several already meeting this criteria when I put in the automation that it is consolidating and moving forward it will capture by row? Any guidance is appreciated.

This is probably the reason.

If six or fewer rows are triggered simultaneously, placeholders with Alert or Update Request actions in change-based workflows will generate separate notifications. If seven or more rows are triggered at once, the custom subject and body will be removed.

That does but not exactly ideal. And it actually removes the custom subject with 2 lines or fewer so essentially, I don't think it is sending separately at all. Is there a way around this?
