New line items populating at line 50

I duplicated a sheet and changed the Work Flows to make it work for my situation needed. When I use the form and add a request it takes it to line 50. I've tried deleting out the lines above it and it will work for a few requests then move back down to line 50. Any help in figuring this out would be appreciated.

Your sheet thinks the rows above have been used. Is someone viewing the sheet and putting their cursor on the last row?

Could you change your form settings to add new rows to the top of the sheet instead?
