How to Send One Notification Email Per Row Changed with Placeholders?

I need one notification email sent per row changed. It sounds like the only way to accomplish this is to hit save after each change, but that doesn't make sense. We have other forms where multiple users can submit something and one group will be notified. If users happen to submit entries at the same time, only one email is generated without the placeholders. I need one email sent per row changed with the placeholders. Any suggestions?
