Trouble Using 'Find Duplicates' Formula: What Am I Missing?

Hi all,

I am just wondering if the column "Find Duplicates" should read 1 on the 2 rows that I screen captured?

tried =if(countif([Ref. No.]:[Ref/ No.]. [Ref. No.]@row)>1,1), that didn't work too!!! Am I missing something?
