Attachments on Rows

I am attempting to create a grid that acts as a training calendar. So the rows in the grid would be predetermined and would NOT change. However, I would want different people to attach a completed paper training sheet to each row when they complete said training. Ideally, we would not have employees log in and attach these forms to the grid on the back in. Is there a way to create a smartsheet form where they could attach their completed training form and smartsheet somehow configure which row that form being submitted need attached too?

For example rows 1 -10 would not change, these are the 10 trainings 5 different facilities need to complete. I would like to then create a smartsheet form that allows the employee to pick which row they want to attach to.

You could make each row a "PARENT" row and use a form to create a "CHILD" row based on their selection of a parent row choice. This would give you better visibility to who has completed each training and could be hidden when you don't need to see the information.
