    Active is the count of projects that are "In Progress" while All-Time is all projects, i.e., even the closed/completed projects.

    Some people track historical values of how projects ended. Having bad health on a active project isn't good but gives you a chance to fix it… while ending a bunch of projects still unhealthy shows an overall bad indicator that the org never addresses/fixes issues when they arise. If you get warned of a health issue but don't address it (therefore ending the project on a good/healthy standpoint) what's the point of tracking any health. Just metrics for different methods of managing.
