Approval Workflow Options - Request More Information

Is there a process where approvers in a workflow can 'request additional information' and allow for communication that would be documented on the sheet with non-editors? The process right now is that people submit a request through a form and if something is declined, they have to start from the top and resubmit. My approvers would like options other than 'approved' or 'declined,' and to be able to capture discussions and updates to request packets via the sheet (without allowing infinite users access to the backend of the sheet).
