Can we use file library if attachments are disabled?

I work for a Health Authority and for privacy reasons we do not allow direct file attachments. We do allow attaching URL's to files stored in our Azure environment.

When I tested the new File Library feature it appeared to allow me to add files, if it is in fact actually attaching the files I will need to find a way to disable the feature. I have not found any deeper information on whether it honors the Admin settings around file attachment.

Anyone know the answer?

@Randy B CDN did you check your setting in the admin center? I think the File Lib is just for EA i suggest you write a product feedback .

I think you may have misunderstood. I have disabled all file attachments except Link URL in order to comply with our Privacy and Security standards. I want to know if when dropping a file into the file library does it adhere to the setting in the admin attachments and block the ability to "add" an attachment? Does it actually upload the document or just a link to the document in it's source location?

Bumping this as my organization is the same.

Our Admin settings have all Attachments off (besides URL). Additionally, I've noticed Images in cell is a separate item in the settings that I've turned off.

However, I was still able to add data to the File Library. Is there a way to disable this feature?
