Allow time tracking even when logged out

Currently the RM timer feature stops when you log out of the program. There are instances where employees are auto logged out due to firewall issues (idle session timer) -

When this happens, employees lose the billable time they were tracking and it's difficult to know when the issue occurs to keep track manually.
