Collaboration with multiple sheets and a single, "external" user.

Hello,

We've built an environment for our budget process that has a dedicated Smartsheet for our various regions, each of which has a dedicated Dynamic View. This allows our HR team to work collaboratively with our Finance team. The HR team has access to the underlying sheet while finance has access to the Dynamic View. We have a user who is not on either team but needs to have access to specific rows across all the sheets. Creating individual Dynamic Views for this user would be clunky, cell linking won't work because it's view only, and as far as I know, there is not a way to limit access by row to a Smartsheet outside of using Dynamic View.

I thought about creating a report which would allow us to aggregate data across multiple sheets and tie a Dynamic View to that but you can only interact with one underlying sheet.

Any suggestions?

Does this person need ton enter Data in the sheet or just view it?
