Which user types show up in User Management list?
We are on the Legacy Collaborator model and I can't for the life of me figure out what determines whether someone shows up in the User Management list in the Admin Center. We have many more folks who are "Unlicensed Admin and Editor" user types who show up when I download reports, but they are not showing up on the User Management screen. Can anyone clarify this for me? Thanks!

Unless you have accepted them to be part of your account, they will not show up in your user lists. If you have shared a sheet with someone, they will show up in the downloaded reports, but not in the User Admin Center because you will not be able to control their account.
If they are supposed to be in your account but aren't, try adding a user and have the invite sent to them to be part of your account.
