how to make all (not one by one) complete bar darker than not complete bar on report?

Does anyone know how to make all (not one by one) of the percent complete portion of the bar so it's darker than the % not complete bar? It's really confusing the way it pops up. I've tried to change several conditional formatting settings and no dice.
