Warning Banner?

I need to have a warning banner available any time someone opens Smartsheet. I'm thinking similar to when Smartsheet announces changes or upcoming events. I have a Welcome screen set up but that is only once (unless I reset it). There are places that I have built in the warning (i.e. top of the dynamic view and on some dashboards) but I need something more visible/permanent. Any suggestions?
