Sheet Banners

I was working on a sheet and before I started I knew it was going to take me all day and I had this thought that I wish I could throw an "Under Construction" Banner accross the top so people knew that the sheet was undergoing some serious changes. I felt like these banners could also communicate other useful notices to entire teams without needing an email.

I see a lot of potential in a small change like this.
