Formula for Time Stamp

Is someone able to help me with generating a formula for the following scenario:

When a column called Notification Complete is checked off, I would like a time stamp (not a date but an actual time) to be populated in a column labeled as Notification Time Stamp.

What are the best approaches to complete this.
