Issue sharing Dynamic view/Webapp with users

I have created a dynamic view and a webapp (We have an enterprise license) When I go to the sharing panel for both I can search and add some of my users, but not all… Normally on regular sheets my technicians are searchable as staff to add to assignments but here I am getting hit or miss results. Should I just add them by email or is there something else missing in the setup I don't know about?

@gwilkinson is everyone part of your domain or are they sub domains / not users?

Everyone is part of the domain. But I was informed, not all my users are linked with our full license. So if I am understanding the dynamic views rules properly, I just need to add them by email direcly?

You can share it using the Domain option instead and maybe combine it with the Current User feature.
