Cannot add some items to automations - what are limits?

I am working on some automations to notifiy people, assign to and set status on a sheet. I was able to make the notify people automations without issue. I seem to be running into a limit of sorts when adding the change cell and assign person options to an automation. Once I add one of these options I cannot add any more actions.

Basically, what I am attempting to do is if a box is flagged on the form, it assigns a manager to follow up and changes the status level. The only way I can get these to work is in their OWN automations. What is the limit here, and why would I not be able to add these actions to my already built-out automations?

That Action and some others are so-called Terminal Actions, meaning nothing can continue after it.
