Error "E-mail address is already associated with another Smartsheet account"/Enterprise

When attempting to add an alternate e-mail address for a user, I'm getting an error that says "E-mail address is already associated with another Smartsheet account", but I cannot find any other Smartsheet accounts associated. None of the Smartsheet users are using it as their primary, and I looked at the alternate e-mail addresses for users with similar names thinking there might be a typo somewhere. Any suggestions?
