Not sure how to create a blueprint source folder

Our team has a project that uses Control Center and Blueprint, and I'm watching the learning videos so I can understand and support the work. I'm working through the Introduction to Control Center resource, and I'm stuck on the very first step (!).

The instructions say to begin by creating a blueprint source folder and to accomplish that by selecting the plus icon in the left navigation panel. But when I do that, I'm taken to a screen to create a new sheet, report, or dashboard. I don't see an option to create a workspace. Are the instructions different for me because I'm in the Gov instance?

Smartsheet Gov has restricted or modified functionality due to FedRAMP compliance and other government security requirements. This sometimes includes:

Limited access to certain features (like Control Center or WorkApps).
Modified navigation or UI differences.
Dependency on your account permissions or plan level (if you're not a SysAdmin or do not have Control Center enabled, that could also limit access).

Try creating a workspace directly:
- Go to the Home tab in Smartsheet.
- Right-click in the left-hand panel (where your folders/sheets are listed).
- Look for "Create Workspace" — it may not be in the "+" menu but is often available by right-clicking in that panel.

Check with your Smartsheet System Admin:
- You may not have the required permissions to create a workspace or use Control Center.
- Ask your admin if:
  - Control Center is enabled for your account.
  - You have the correct access to build or support Blueprints.
  - Workspaces are restricted in your plan or profile.

I'm on the commercial app, too, and I'm able to create a workspace there. I'm guessing that this is an issue with privilege and I'll check with my admin to get my permissions set up alike.
