Permissions added for a user without a license aren't taking

I have a user that doesn't have a license, but needs Viewer permissions to a workspace, and some Editor permissions for specific reports. When I set this up in the past, it worked great, but today, it's not working any longer.

Has something changed around how permissions are supposed to be setup?

That is the issue, then. In the USM, any internal user who needs to perform more than just viewing tasks will, in general, require a license.

Thanks for the quick response Andrée. My company recently went through new contracting and I don't know the answer to this question, but I suspect that if this is the newest model, that the answer may be 'yes.'
