You can create a new text/number column in your sheet and format it for percent. Details on formatting columns for percent can be found in our Formatting Options help article.
If you need planned percent complete to be calculated for you, you'll need to create a formula in Smartsheet that does this. You can find the complete list of functions here: https://help.smartsheet.com/functions
