More granular time options for needed for Workflow triggering

Currently Triggering recurring workflows are only supported at the top of each hour.

For instance 10:00, or 11:00, etc. Would like the ability to set 10:30 or 10:45. Perhaps the inteface can stay hourly so it doesnt get huge, but have the ability to manually edit the time directly to any custom time.
