Notification for uncheck checkmark

I have a checkmark column and when a task is completed, the owner checks it, which then sends a notification to the next person.

I want to set a notification if it gets unchecked, but is it going to send a notification for all of those not yet checked or only once the checkmark is removed?

It will only send the notification for those where the checkmark is removed.

But it's a little inconsistent so i'm testing a little more. Probably it's about how much time has passed between the changes.
