A solution that works when you need today's date to be updated without a sheet being open or refreshed:

Instead of using TODAY() in formulas do the following (a) add a "helper" date column on a sheet. (b) set up a "Record a Date" workflow to update that cell with today's date every day at midnight (c) reference the cell with that date in your formulas that need to reference today's date.
