Is the row modified date based on the last cell that is updated?

My question is regarding the smartsheet's row modification date.

 

The documenation only states that it's the "Time of last modification". Is that based off of the last user's cell modification? How is it determined?

 

My goal is to get the user and date that the row was last changed.

SV, the Modified (Date) column will show the date and time of when the row was last modified. Any change made to row will trigger this timestamp. The Modified By columns will show the email address of the who made the most recent change to the row.
