Absolutely! Look for the Alerts & Actions link near the top of your sheet.
If you click on this and select the Create a Notification option the following screen will allow you to setup a rule to email either a set contact or a contact derived from a contact column in your sheet.
The Delivery Settings section will allow you to configure the notification further including a custom message and the columns, comments and attachments you'd like included.
A colleague of mine and I used to use the row menu "send" option with years of success. It would email the row data to an email address of our choosing, but it no longer works.
