I would like to resend the Update Request that has been neglected by the end-user
I don't want a recurring UR, I just want to remind the user to respond.

I typically have to create a rule for this based on a modified date column or other date column. My set up is like this for my project sheets:
I would love this as well please. I don't want to add rules for this. Just click on the icon to resend.
