Once Daily Notifications

I have set up once daily notifications for all Shared Users on a Sheet. Some are licensed users and some are simply collaborators from outside our Organization.

This morning no one, but me, received the email showing the changes made yesterday. Do I need to change the setting to be Shared Users or email OR do they need to enable "Sheet Change Notification Settings."
