Is there a Smartsheet template that collects ideas and allows other users to vote on the ideas?

Unfortunately, I don't think there is a template, but I think that it would be reasonably straightforward to build something. Depending on your requirements of course.

What I was understanding this should be not just created BY SS, but FOR SS - to collect ideas for improving SmartSheet app.

What do you mean?

That Smartsheet is going to use the same set up for collecting ideas? That would be great. I've seen many companies do this with a Kanban board with a roadmap. Probably wouldn't work for Smartsheet because they don't want to show a public roadmap anymore (they had one before).

I haven't seen anything other than starting a new discussion. People can then "like" the post or comment requesting an added vote for the idea. Otherwise the only thing I have found is a Product Enhancement Request Form found here:

Any suggestions as to where this may have gone? (And I feel badly asking, but as within smartsheet sheet itself, I find searching this content fruitless and useless.) Thanks for any suggestions.

Like many are doing with Smartsheet, we are using it as a lightweight product management tool. We collect raw ideas and requirements in a sheet -- ie, wants and needs for new features or enhancements for the future product roadmap. We have public, read-only reports where product users can view the roadmap (eg https://app.smartsheet.com/b/publish?EQBCT=7c5f578099e44ec5861cf4759127ad77 and https://app.smartsheet.com/b/publish?EQBCT=a97587c0bac949dc8c9af6fd885df310). If a roadmap item has enough interest from the user community and business merit, we deliver it in our product. We'd like to add the ability for people to upvote roadmap items, which as you can see from those links, are rows in a view-only report on a sheet.

Specifically, they'd click an upvote button or link on a row in the read-only sheet, and cast a vote. There are some customizable data points and conditions that would be useful, such as only allowing one vote per person (per email address or SSO login) per row. And perhaps only 10 votes per person for the entire sheet of all incomplete (not marked 100% complete) requirements for the product. Also, we'd like to capture the date of the vote, and additional input or documentation along with contact info, so we can reach out to clarify anything, or check later if the need still exists. If they reach the max # of votes, they'd be able to see a view of the 10 requirements/rows they've voted for previously, and un-vote for one or more of those, and then vote for others. More sophisticated weighting schemes are possible, both for votes and level of effort estimates on each feature. I've used those in the past with other tools. We could discuss those if you'd like. How does this impact you today?

We have to consider other, more sophisticated and expensive product management products that do this, such as UserVoice or Pendo. Or, build it ourselves not on Smartsheet, which defeats the purpose.
