I am new to SmartSheet. Can I set up a project in one sheet and only give sharing access to certain rows. I don't want everyone to have access to the entire project.

You can build a Report and publish it, but it is not editable.
There are work-arounds.

I created a new project in my PMO, when I tried to pick a contact there were very few listed 7 versus the 165 people in my org. I checked My Contacts and all of the contacts were listed.
