Link to the file or link to the file contents?

Assuming the second, if the file is located where another cloud based SaaS can access it, then I would recommend AppSheet.

Smartsheet's ODBC connector is one way:

How to auto populate cells

Why Can't I no Longer Able to add Folders, Sheets, or Reports in my "Sheets" folder
Good morning, I haven't needed to do this is quit a while but I went to clean up the "Sheets" folder in my account and can no longer create a folder, sheet, or report in any area of that folder.
