Is there a way to link to an external excel file without having to upload?

Link to the file or link to the file contents?

Assuming the second, if the file is located where another cloud based SaaS can access it, then I would recommend AppSheet.

Smartsheet's ODBC connector is one way:

Smartsheet >> Excel
