I want to embed an Eloqua from into Smartsheet. Is there a way to create a form by uploading HTML that will send the form submissions over to Eloqua?

Unfortunately, it's not possible to embed HTML in Smartsheet. Depending on what you want to do more specifically. You could use the Smartsheet form and send the information thru a third party integration over to Eloqua.
