Does anyone know how to change a notification to include MULTIPLE criteria before sending. As of right now, all I have seen is OR when adding a condition, not AND.

At this time, only one criteria can trigger an alert.
One thing that you might try is to add a condition to your alert by clicking the plus icon and selecting Add a condition.
You can have your alert trigger only when both the trigger criteria and the condition are met. More on this in our help center: https://help.smartsheet.com/articles/2476191-alerts-stay-on-track-with-automatic-notifications-and-reminders
Ah. With the + button being greyed out, I just bypassed it not realizing that was the new "Add a Condition" button. I'm still trying to get used to all of the recent changes.
