Notifications not being emailed

Hello anyone,

I created Alerts in a couple of sheets to email another user when a checkbox in a row is checked.  Emails are not being sent.  I'd love to know what to do, other than checking the box, "Include my changes in notifications" in Account > Personal Settings.
