Is there a way that a person filling out a webform can "call up" the submitted form and make changes and resubmit?

Unfortunately, there isn't, but a possible workaround could be to send an update request automatically afterward.

Can you please provide a bit more information.
Is it possible for them to update that row again..automatically! I have around 300 people who updated these webform every day..It not possible for me to send all 300 people update row request individually.

Do all of them have to update every day? You could set up an Action that would send an Update Request if you check a box or if something else is true.

I want whoever has submitted that webform, Can make the changes by themselves without my intervention.. And I really dont want to provide them sheet access.that is for offical purpose.

The limitation that will determine if it will work is which Smartsheet Plan you have and how many total notifications you will send per day.

Business: 100
Enterprise:500
Premier: 700
If the above limitations is an issue is there any way that the submitter knows if they are going to need to make changes?

For instance..I created a webform for the auditors to update daily transaction value..Would it be possible for the auditors to update the value on already submitted form..
Here I mean,Auditor A update a webform , once he click on the webform submit button.. a new row would be created in the smartsheet. Now,If he want to make some changes in the already submitted form how its possible for him to do..I dont want a new row ..if this task has to be performed by 100 auditors how they can do it..

Yes, with the help of Alerts & Actions and an update request rule that could send automatically after the submission is received and if they need to update they open the e-mail and update the form in the update request.

Unfortunately, that isn't possible natively in Smartsheet today, but there are third-party solutions like Google Forms and similar that can do it.

This example will trigger the rule each time the Auditor value is changed and send an update request to the auditor contact. The rule could be changed to something else and also send once a day depending on your need.
