How can I apply conditional formatting to the entire sheet? Some rows will automatically update  based on the conditional formatting I set up but others will not.

Each conditional formatting rule automatically applies to all rows in the sheet even if you would rather have it apply to just some rows. If some rows are apparently not updating with the conditional format it is usually due to something like the condition expecting a number when the row contains text in the cell that is used to set the condition. Another thing to watch out for is if multiple conditional formating rules apply to the same column, only the first one that matches a condition will be executed for that row. You can reorder the sequence the rules are applied by simply dragging and dropping the rules to change the order they are tested in.
