Desperate for help-dashboarding

Ok about to rip my hair out on this. I am needing to create a portfolio view dashboard and when dashboards were widget driven I COULD DO THIS EASILY. I just want numbers for the following on the dashboard-

# of Executing projects by PM (Name)

# of projects >50% 

# of projects <50%

# in Yellow, Red, Green

# Paused (yes this is a status here)

# Not started

# Described as budget level

# in discovery

 

I tried COUNTIF but that is a hot mess that is very long-and it does NOT WORK. Help!!

I use a rollup sheet where everyone cell links the pertinent info from their project plans across a row. I then use a separate sheet to pull those types of stats you are looking for using COUNTIFS for each individual stat. I personally use more bar graphs (gotta keep management happy), but use line graphs for my own personal tracking.
