My first row is listed as 2 and not 1. Did I need to make the starting number as 0 (zero) and not one as assumed?

If your first row is at 2 and you want it to auto number it as 1, you can do so in column properties starting number 1, it does not matter what row you are at, you can start 1 or any number at any row.

The order is based on the order in which the rows were added to the sheet. It sounds like the the autonumber may have been applied then the rows moved or a row was inserted above the first row.
Just readd the auto number and set it to start at 1.
