Resource management for contacts, not users
We have a joinery shop that we use smartsheet for each project.
I have users/workers who do not need access to smartsheet, but I want to enter them in as a contact, to be able to allocate jobs to. I cant add them as a user, because they do not have work emails and I will not be sending the smartsheet emails to their personal email addresses.
How can I have resource management work in this instance?

If they don't use neither email nor Smartsheet, so only You want to see their work allocation, just put their names in a drop-down list in a column.

That still doesn't give me a resource management, to see over allocation. As that seems to only work with the assigned to column, which is a contact list.

seems as though i can create users with dummy email addresses, they do not need to accept an invitation for me to use them as resources.

You are correct, just invite fake emails to your team, then track them as resources.
