Is there a way to lock a row based on criteria in that row? For example, I want the row to lock if the "Tier" column is a "2" or "3." Thanks.

Yes, you can set it up with the help of Alerts & Actions, and you can set it to lock or unlock when the Tier changes for example.
Would that work?

I second Andree's response. I use this very regularly when building out more complex project plans. I will use a helper column to designate which level of hierarchy the row is in. I then set up the automatic lock/unlock rules to lock my parent rows (the unlock is to unlock the row if I change the hierarchy level).
This keeps me from having to scroll through long sheets looking for any parent rows that I may have missed locking or child rows that I may have missed unlocking.
I also double that up with conditional formatting to have a specific format set for each level of hierarchy. That helps with consistency throughout while again keeping me from having to look through thousands of lines.
