Why are emails being sent to upgrade users to a licensed user?

Is this something I need to change on my end or is this a new feature of SS?

I need to shut it off. It's causing extra work for me verifying if the user is set up and then whether they should have a license or not.

This seems to occur after they have activated their account and no, should not have a license.

Also, the email is sent to all licensed users, which causes everyone else to be confused. They think they need to do something.

Please help me shut this off as soon as possible!
