I would like to be able to turn tips back on, either universally or recall the one I want to see again.

Craig, whenever you are somewhere that you want to see the tip, go to Help > Show Tips. This will display the tips for whatever you are looking at.
Also, a lot of windows will have a ? in the corner which will display the tips for that feature.

If tips are already turned off, you can always see the tips again from Help > Show Tips at any time. Is that sufficient?
