Key for us: how to share sheets with external stakeholders, for free on their end? Could they participate in collaboration without paying for SmartSheet use?

Yes, as long as they don't need to do anything more advanced.
What's possible to do without a license is very generous and my clients love that about Smartsheet.
Free collaborators can be shared on any amount of sheets, but they can't create their own. They can access shared sheets as Viewers (read-only), Editors (edit cell data), or Admins (manage the sheet), and can even re-share them depending on the sharing access level they were assigned.
