Scheduled email based on a condition - Request

First off, having scheduled email across the entire platform would be a godsend on its own.  Such as from a report.  This way i can have only the information i want them to see is sent.  

 

Secondly, sending an email based on a condition.  Basic example, if a box is check, send the email at such dy and time.  

 

Is there a better or more effective way of submitting requests.  Or, does smartsheets already have these capabilities?
