Unfortunately you cannot use hierarchy functions in cross sheet references. It would be nice though, so feel free to fill out a Product Enhancement Request.

In the meantime though, you could add a helper column on the main sheet. In that column, you could use a simple
=PARENT(Matter@row)
This will pull whatever data is in the parent row into the current row. You can then use the Helper column in your SUMIFS.
